The Investment Promotion Agency has signed a Memorandum of Cooperation with Allied Green Ammonia (AGA), a leading Australian developer of clean energy infrastructure, to explore the development of a multi-billion-dollar green urea and SAF facility in Uzbekistan.

The Memorandum was formalized during the XIV Annual Investment Meeting (AIM Congress 2025) in Abu Dhabi, UAE, and marks a major milestone in Uzbekistan’s ambitions to become a regional hub for sustainable industrial development, as well as AGA’s international expansion strategy.

Under the Memorandum of Cooperation, the Investment Promotion Agency and AGA will collaborate on the development of an integrated green energy project that includes production capacity of approximately 800,000 tonnes of green urea, 350,000 tonnes of sustainable aviation fuel (SAF), and 35,000 tonnes of green diesel annually. The proposed project would utilize up to 4 GW of renewable energy and 6,000 tonnes/day of agricultural biomass feedstocks (primarily crop waste) and is expected to span 7,000 hectares — all supported by a $5.5 billion investment in advanced infrastructure.

Mansurjon Rasulev, Director of the Investment Promotion Agency of the Republic of Uzbekistan, emphasized the country’s commitment to attracting strategic investments that align with its sustainable development goals.

This Memorandum with Allied Green Ammonia represents a bold step forward in accelerating Uzbekistan’s green industrial transformation and tapping into global clean energy markets,” Rasulev said.
