The Government of the Republic of Uzbekistan has announced plans to implement the first phase of the "Tashkent–Andijan" toll road project through a public-private partnership (PPP). The project includes a road from Tashkent to Angren, covering the Qamchiq Pass, with a total length of 171 km. The concept for the first phase of the project was approved by the Cabinet of Ministers on January 21, 2025.

As part of this initiative, the Government of Uzbekistan has partnered with the World Bank and engaged prominent international consulting firms, including Arup (United Kingdom), PwC (Uzbekistan), and CMS (United Kingdom), to assist in identifying a private sector partner. The Government plans to sign long-term PPP agreement with the winning bidder.

The tender process will be carried out in two stages:

  1. First Stage — submission of qualification documents (RFQ) for the preliminary evaluation.

  2. Second Stage — companies that pass the preliminary evaluation will submit their technical and financial proposals.

The Committee for the roads of the Republic of Uzbekistan invites all interested and qualified participants to submit their documents for tender participation no later than 18:00 (Tashkent time) on April 21, 2025.
