In accordance with Presidential Decrees dated March 24, 2025, the Republic of Uzbekistan is launching a series of large-scale investment projects to generate electricity by incinerating municipal solid waste. These projects are going to be implemented in Tashkent city, Tashkent, Andijan, Namangan, Fergana, Samarkand and Kashkadarya regions. The source of investment is foreign direct investment, and each project involves the creation of a separate company with the participation of international investors.

Between 2025 and 2027, Uzbekistan plans to commission waste-to-energy plants with a total processing capacity of over 10,000 tons of waste per day, enabling the generation of substantial amounts of electricity.

  • Tashkent region: Processes 2,500 tons/day of waste → generates 390 million kWh/year, with an investment of 240 million USD;

  • Andijan region: Processes 1,500 tons/day of waste → generates 240 million kWh/year, with an investment of 110 million USD;

  • Namangan and Fergana regions: Process 1,500 tons/day of waste → generate 227.5 million kWh/year, with an investment of USD 141.5 million USD;

  • Kashkadarya and Samarkand regions: Process 1,500 tons/day of waste → generate 240 million kWh/year, with an investment of 150 million USD.

Leading international companies with extensive experience in green energy are participating in these projects. China CAMC Engineering Co., Ltd. is implementing the projects in Tashkent city, Tashkent and Andijan regions. China Everbright International Limited is responsible for construction in Namangan and Fergana regions. Shanghai SUS Environment Co., Ltd. is partnering on projects in Samarkand and Kashkadarya regions.

Each project company has signed a 30-year power purchase agreement with “Uzenergosotish” JSC to guarantee the sale of generated electricity. The Waste Management and Circular Economy Development Agency will provide a guaranteed supply of municipal solid waste for the specified time period.

These projects are expected to significantly enhance environmental sustainability by reducing landfill waste, modernizing waste management infrastructure, and introducing advanced technologies throughout Uzbekistan.
