Four ways to obtain a land plot

Depending on the project and the zone, land is allocated through an auction, by Government Commission selection, or under a project prepared in advance by the directorate. New investors may lease land for up to 49 years. UP-41, para. 5(d)

The application can be completed independently on my.gov.uz, filled in by staff at a Public Services Centre, or submitted to the directorate on paper or by post. Progress can be tracked on the portal at every stage. my.gov.uz CMR-452, Annex 1 (as amended by CMR-30)

  1. Submitting a request

    A legal entity or its representative visits a Public Services Centre, registers on the Single Portal of Interactive Public Services, or applies directly to the directorate.

  2. Forwarding documents to the directorate

    Documents submitted through a Public Services Centre are forwarded to the directorate electronically in real time, while applications filed on the portal are forwarded automatically.

  3. Review and decision

    Documents are reviewed from the date of receipt. If there are no deficiencies, a decision to implement the project is issued; otherwise, a reasoned opinion letter stating the grounds for return is issued. The minutes are approved by the director with a QR code, and an extract is sent to the investor the same day.

  4. Listing on the electronic online auction

    Land or vacant buildings and structures in the amount required by the approved application are put up for auction, counting from the date of the decision.

  5. Re-registration in the zone

    After the auction closes, the winner re-registers within the zone. This is done automatically on the basis of the notice of award. Entities already registered within the zone are exempt.

  6. Investment agreement and lease

    Counting from the close of the auction, the agreement and the lease are concluded, with negotiations on terms if needed. Land lease terms are set out in the agreement; the agreement enters into force on the date participant status is obtained.

  7. Documents and one-off fee

    After the agreement is signed, documents are submitted and a fee of 45 times the base calculation amount (UZS 19.8 million) is paid through the Unified Billing System.

  8. Participant certificate

    Counting from the day the documents are received, the investor is registered as a participant and issued a certificate bearing a QR code. The property and land tax incentive runs from that date.

If the application is rejected or returned

  • The only ground for rejection

    Unreliable or distorted information is found in the submitted documents. Rejection on any other ground is prohibited.

  • Return

    If the documents do not meet the requirements of the Law, they are returned with the reasons stated. The investor resubmits within 30 days; the second review takes 5 working days. No new comments may be raised on documents already reviewed.

  • Withdrawal

    The investor may withdraw the request before a decision is made; the request is then left without consideration.

  • Appeal

    A decision that the project is not advisable may be appealed in the established manner.

After becoming a participant: obligations and status

  • If an obligation is not met

    A report is drawn up and up to 90 days are given to remedy the breach. If force majeure is confirmed, a new schedule is agreed. An appeal may be filed with the court within 10 days of the notice.

  • Consequences of losing status

    Tax and customs incentives are cancelled, unpaid payments are recovered in full, and the right to use land and state property ends.

  • Voluntary exit

    The request is reviewed within 10 days, or within 30 days if there are signs of damage to the directorate. If there is no damage, the company keeps its operations and property.

  • Extending the agreement

    Apply with a request and a substantiated business plan at least one month before the term expires.
