France-based Veolia entered Uzbekistan’s municipal infrastructure sector through a 30-year public-private partnership (PPP) concession agreement signed to modernize and manage Tashkent’s centralized district-heating network. Operating through Veolia Energy Tashkent since 2022, the project oversees 1,926 km of heating and hot-water distribution pipelines serving approximately 1.2 million residents across the capital. Veolia committed to an initial €20 million direct modernization program, with total contract revenues and operational flows estimated at €13.4 billion over the 30-year concession life. The partnership focuses on deploying digital management technologies, upgrading aging pipelines, and reducing system-wide heat and water losses to enhance urban energy efficiency.
