Overview
Education is a strategic priority in Uzbekistan's long-term socioeconomic development agenda, with sustained public investment supporting the country's transition toward a knowledge-based economy. According to the results of 2025, public expenditure on education remained at approximately 6% of GDP, reflecting the government's strong commitment to developing human capital, enhancing workforce competitiveness, and promoting inclusive and sustainable economic growth.
Education System Development
Uzbekistan has made significant progress in expanding access to education at all levels through large-scale infrastructure investment and comprehensive sector reforms. Priority areas include early childhood education, digital learning, STEM education, and the internationalization of higher education. Higher education enrollment has more than tripled since 2016, with the number of university students exceeding 1.6 million during the 2024/2025 academic year. Higher education coverage reached 47.7%, demonstrating the rapid expansion of educational opportunities across the country.
Higher Education and International Cooperation
According to the results of 2025, Uzbekistan is home to more than 210 higher education institutions, including over 30 branches of foreign universities. The government continues to encourage international academic cooperation, joint degree programs, and the establishment of foreign educational institutions, further strengthening Uzbekistan's position as an emerging regional education hub in Central Asia.
Investment Opportunities
Uzbekistan's education sector offers substantial investment opportunities aligned with the government's objective of expanding access to high-quality education and modernizing educational infrastructure. High-potential areas include the construction and operation of preschool institutions through Public-Private Partnerships (PPPs), the development of energy-efficient secondary schools equipped with modern digital technologies, and investment in higher education, particularly in STEM disciplines and applied research. The government actively supports foreign universities, private education providers, and joint academic initiatives through a favorable regulatory framework.
